Every neighborhood nearby in any direction from mine has above ground utilities and got ATT fiber ~4 years ago. I have never heard any news about our neighborhood eventually getting fiber. There is still additional work to be done. If the bury phase just ended there a still quite a bit of testing, configuration, and any fixes that testing finds before it is"Green" for order.
